When she is married? She is made one by the Queen? An Act of Parliament?

Only by consent of the Queen of the marriage then the marriage itself she becomes royal. Otherwise, if the Queen didn't consent to the marriage just like Wallis Simpson, then she didn't become royal.

In the case of Wallis, Edward was already King, so why was not his consent enough?

When the former King Edward VIII married Mrs. Simpson he was no longer King but the Duke of Windsor, the Royal Prerogative was in the hands of his brother, King George VI.

Not quite. He was a constitutional monarch and had to act in accordance with the advice of his ministers.

He was a monarch in a situation where he had to pay regard to
the advice of his ministers.
That their views limited his ability to do as he wished was obvious;
for their views to limit his right to do as he wished utterly impossible.
