Apparently the American press is calling him a great-grandson and the
narration in the film says he is instead a great-grand nephew.
Whatever the case may be, he's still not European Royalty as claimed
in the film.

I've pretty much determined through the usual sources that Carlo is
not a descendant of Empress Frederick (and thus Kaiser Wilhelm II), so
that would rule out the great-grand nephew relationship being on the
Hohenzollern side. Does anyone actually know this man's pedigree? Is
he related to either Augusta Viktoria or Hermine?

A quick googling shows that he is a "German baron and
Italian viscount." Is there a Baronial von Zeitschel family
in Germany or Italy?

Can't tell about the Italian viscount part, but the no doubt anciently glorious
family of Zeitschel has to this point been too modest to appear in any of the
major sources on the German nobility. One may draw one's own conclusion as to
what this signifies.

In Italy the vice-comital title is exceedingly rare, and I never have heard
of this family.

Thanks. That's pretty much what I suspected. I went through the Reuss and
Schleswig-Holstein genealogies using Theroff's online Gotha and he wasn't
listed in there either.
